Home Rule Authority to Regulate the Use of Land

The authority to plan for, zone, and regulate density, the uses of land, the location and character of structures, and the development of real property within the City are matters of local and municipal concern vested in the City by the Colorado Constitution and this Charter, and such matters shall be regulated only in accordance with the Charter and ordinances enacted pursuant to this Charter. The City shall not be required to adopt or implement laws, standards, approval processes, assessments, plans, or reports on such matters other than as may be enacted by the City Council pursuant to Section 3.1 of the Charter or the voters of the City pursuant to Section 13.11 of this Charter, irrespective of state mandates to do so.
